Basic Guidelines for Communication and Cooperation between Courts in Cross-Border Insolvency Matters

The Basic Guidelines for Communication and Cooperation between Courts in Cross-Border Insolvency Matters (“JIN Core Protocol”) is a simplified alternative to the Guidelines for Communication and Cooperation between Courts in Cross-Border Insolvency Matters (also known as the "JIN Guidelines"). The JIN Guidelines provide a framework for parties in cross-border insolvency and restructuring matters to customise protocols to facilitate communication and cooperation between courts, with the aim of reducing legal costs, minimising inconsistent decisions between courts, and preserving enterprise value.

In some cases, before full adoption of the JIN Guidelines, a simpler set of guidelines for court-to-court communication may be preferred. The JIN Core Protocol therefore seeks to fill this gap.

The JIN Core Protocol was endorsed by the JIN with approval at the 6th Conference in June 2025. It incorporates comments provided by members and observers in relation to an earlier iteration of the JIN Core Protocol that was presented at the 5th Conference in June 2024.
